By the end of February 1976, all SADF forces had been withdrawn from Angola after Operation Savannah, leaving only the politically leaderless FNLA troops of Battle Group Bravo to keep the Cuando Cubango province from falling into FAPLA hands, under what official documents for the period January to October refer to as Operation Budgie.

Combat Group Piper, which was still holding Caiundo, was ordered to pull back to South West Africa immediately, but their route would take them through Savate. During the withdrawal, the Bravo Group members at Savate hid in the bush to maintain the secrecy surrounding Operation BudgieSaturday, 03 Apr 197632Bn Sergeants Roxo, Sierro and Ribeiro were despatched on 3 April to bring these leaderless FNLA groups under control and patrol the terrain as far north as Mavinga.
